Defunct Fountain at Fifth Street -- Is it true that $20,000 was allotted and spent on this so-called "fountain" which is now a planter....and was never what you could call a decent fountain in the first place.   I would like to see an accounting for where the $20,000 went.  I would like to see an inquiry into how so much money was apparently squaundered with so little to show for it.  Who is accountable for this travesty?
